CONTRACT VERIFICATION | PHILIPPINE PROCESS
For Italian employers hiring a Filipino worker through Decreto Flussi, please note that the worker needs to have their employment contracts verified by the Migrant Workers Office in Milan for them to be issued OEC by the DMW. In order to do this, the employer must have a partner Philippine Recruitment Agency (PRA). You may check the list of licensed PRAs at the DMW website: https://dmw.gov.ph/licensed-recruitment-agencies.
As a first step, please send scanned copies of the documents to email: polomilan1@gmail.com. These will be reviewed as to completeness in form and substance. Once found complete, the employer will be advised to send the original copies for stamping. Instructions for the payment of verification fees will be provided. The original copies of the verified documents will then be sent by the employer to the Philippine Recruitment Agency (PRA) for submission to the Department of Migrant Workers (DMW). Once the process is completed, the worker will be issued exit clearance/Overseas Employment Certificate (OEC) by DMW which will allow him/her to leave the Philippines for the intended jobsite.
REQUIREMENTS
I. Household Service Workers (HSWs) | (Colf, Badante, Housekeeper)
Note: Worker must be at least 24 years old at the time of filing the verification.
- Job Order (from the Employer to a Philippine Recruitment Agency)
- Recruitment Agreement (between the Employer and the Philippine Recruitment Agency – PRA)
- Valid DMW / POEA License of Philippine Recruitment Agency
- Valid Identification or Passport Copy of PRA Representative/Signatory
- Copy of Nulla Osta Al Lavoro with succeeding pages containing the information of the employer, worker, employment details (employment duration, wage, hours of work, work address, etc)
- Copy of Carta d’Identita of employer (signature should be the same with the signatures in the forms)
- Copy of passport of worker
- Copy of Visa of worker, if already available
- Copy of Casellario Giudiziale | Police Clearance with English translation – Certification from local police that the employer has no criminal record and has not been implicated in any case of abuse.
- Employer profile (include complete address, contact information, proof of capacity to employ and pay wages, number of persons in the household)
- Undertaking
- Standard Employment Contract for HSW (with DMW minimum requirement)
II. Seasonal Workers (Fruit Picker, Hotel Cleaner, Hotel Attendant, Agricultural Worker, etc.)
- Job Order (from the Employer to a Philippine Recruitment Agency)
- Recruitment Agreement (between the Employer and the Philippine Recruitment Agency – PRA)
- DMW License of Philippine Recruitment Agency
- Valid Identification or Passport Copy of PRA Representative/Signatory

Please submit pdf copies of the above documents for initial evaluation. Upon submission of complete and correct documents, MWO Milan will provide instructions for the submission of original and photocopies. Once received, payment instructions via bank transfer will be given. Processing time of payment may take 1-2 banking days.
Upon reflection of payment in the bank account, the employment documents will be verified and the client will be notified on the date of release of the verified contract.
DECRETO FLUSSI | ITALIAN PROCESS
The Decreto Flussi is an Italian government decree that regulates the annual quota of non-EU workers allowed entry for employment or self-employment in Italy. Application Process
- Employer Application
- The Italian employer submits a request for a nulla osta (work authorization) through the website of the Ministry of the Interior.

- Approval & Work Permit Issuance
- If the application is approved, the employer receives the nulla osta.
- The worker is then notified to apply for a work visa at the Italian consulate in their home country.
- Visa Application at the Consulate
- The worker submits their visa application along with the nulla osta and other required documents.
- Upon approval, the visa is issued.
- Entry to Italy & Residence Permit
- Within 8 days of arrival, the worker must apply for a permesso di soggiorno (residence permit) at the local immigration office.
- After obtaining the residence permit, they can legally work in Italy.
